Lead, Midstream Industrial Control Systems (ICS) SME
Description
The Midstream Industrial Control Systems (ICS) Cybersecurity Lead reports to the ICS Network Support and Cybersecurity Organization. This position supports the midstream business unit in the areas of cyber security expertise for industrial control systems. The support provided includes best practice identification and development, gap assessment and mitigation, and solution design, testing and implementation support. The position requires an individual who can provide the leadership and stewardship to sustain and improve the overall cybersecurity posture of Phillips 66 ICS environments. This individual must be able to effectively interact with all levels of the midstream organization, refining and lubes cybersecurity leads, field operations and equipment support personnel, and IT and corporate staffs in order to provide value to the employees and operations of Phillips 66. This position will maintain a liaison with vendors and business partners that provide technologies, security advice, and support of the industrial control systems.
This role can be located in Houston, TX or Bartlesville, OK.
Responsibilities May Include
- Planning and directing cybersecurity activities related to industrial control systems
- Developing, participating and/or providing security consultancy for business-critical projects and programs necessary to service industrial control systems and associated IT systems
- Promoting an enterprise first philosophy regarding the adoption and implementation of leveraged solutions for industrial control systems
- Developing and maintaining a process to ensure that all industrial control environments are informed of and are adhering to applicable best practices and policy requirements
Providing presentations at all levels of management to review strategies and associated risk - Developing innovative initiatives with IT and strategic business partners which are risk based and consequence driven
- Developing and stewarding the development, implementation, and design of a high security defense-in-depth network topology for industrial control systems that facilitate leveraged solutions
- Enhancing best practice knowledge sharing through participation on technical networks, capital project reviews, and steering committees
- Leading and promoting the development of standards, best practices, and guidelines for industrial control systems
Stewarding and conducting cybersecurity and compliance gap assessments - Providing assistance and guidance in meeting Phillips 66 digital standards, business unit specific policies, and government mandated requirements
- Partnering with other IT and business teams on execution of the IT security strategy
- Acting as the technical liaison between the business (Refining, Midstream, Lubes), IT, Global Security, and Internal Audit to identify and leverage technologies and applications synonymous with improving ICS resiliency
- Identifying and implementing leveraged solutions between IT and ICS
- Participating in incident response and problem management activities
- Participating in vendor user group and advisory board meetings
Position Requirements
Basic/Required:
- Legally authorized to work in the job posting country
- Bachelor’s Degree in Engineering, Computer Science, MIS, Information Technology or related discipline
- 5 years or more experience with cybersecurity practices and application
- Knowledgeable in Ethernet networks, network topologies, communication protocols and information management systems (PC’s, firewalls, switches, routers, servers, operating systems)
- Experience working with industrial control system environments
- Have CISSP certification or able to get it within 18 months
- Able to travel 20% of the time
- Valid driver’s license

Preferred:
- Experience with the various industrial control system and SCADA technology vendors such as Rockwell, Aveva, Honeywell, Siemens, ABB, Yokogawa
- Relevant IT, ICS, and/or Cybersecurity certifications
- IT security or audit background
- Understands the organizational structure and needs of the Midstream business unit
- Proficient with IT systems and networks
- Ability to present information in a graphic format to various levels of the organization
- Desire to learn, strengthen and build skills, and keep up to date with ICS technologies
- Demonstrated strategic thinking skills in developing a vision and strategy for ICS
- Deals willingly with important problems and stands up for what is right
- Builds positive relationships across organizations that foster a strong work environment
- Understands and anticipates how daily actions impact and shape the future
- Ability to work independently with minimal supervision as well as work as part of a team
- Excellent verbal and written communications skills
